Operations Director

Position Overview

The HUD Continuum of Care (CoC) AL-504 is a high-performing, collaborative, and data-driven homeless response system serving the Montgomery region. We are seeking a strategic, organized, and systems-minded Operations Director to oversee the day-to-day operations of the CoC, manage programs, strengthen internal systems, and ensure seamless coordination across all components of the homeless response system.

This role is ideal for a leader who thrives on building efficient processes, supporting high-quality program delivery, and ensuring that the CoC operates with excellence, consistency, and accountability.

Key Responsibilities

Systems Leadership & Operational Oversight

  • Lead the daily operations of the CoC, ensuring smooth coordination across programs, committees, and partner agencies.
  • Develop, implement, and refine operational systems, workflows, and procedures to support a high-performing CoC.
  • Oversee compliance with HUD CoC Program requirements, written standards, and system-level policies.
  • Ensure alignment between CoC operations, strategic goals, and system performance outcomes.

Program Management & Coordination

  • Provide oversight and support for CoC-funded and CoC-aligned programs, including Coordinated Entry, HMIS, outreach, housing navigation, and system performance initiatives.
  • Monitor program performance, deliverables, and outcomes to ensure high-quality service delivery.
  • Facilitate cross-agency coordination to strengthen system flow and reduce barriers for clients.
  • Support program evaluation, quality assurance, and continuous improvement efforts.

Internal Systems & Process Improvement

  • Develop and maintain operational systems that enhance efficiency, communication, and accountability.
  • Lead process improvement initiatives to streamline workflows and strengthen system integration.
  • Maintain documentation, operational manuals, and standard operating procedures (SOPs).
  • Ensure effective internal communication across CoC leadership, staff, and committees.

Compliance, Reporting & Accountability

  • Support compliance with HUD regulations, federal grant requirements, and CoC governance standards.
  • Collaborate with the Executive Director to ensure accurate reporting, contract compliance, and subrecipient monitoring.
  • Assist with HUD reporting cycles, including the NOFO, PIT/HIC, LSA, and system performance measures.

Team Leadership & Staff Support

  • Provide supervision, coaching, and support to operational and program staff.
  • Foster a collaborative, mission-driven, and high-performance culture.
  • Support staff development, training, and capacity-building initiatives.

Stakeholder Engagement & Collaboration

  • Work closely with partner agencies, community stakeholders, and system leaders to strengthen coordination and operational alignment.
  • Facilitate CoC committees, workgroups, and collaborative planning sessions.

Qualifications

Required

  • Bachelor’s degree in public administration, nonprofit management, social services, or related field.
  • Minimum 5 years of experience in program management, operations, or systems coordination.
  • Strong understanding of HUD CoC Program requirements and homeless response systems.
  • Demonstrated experience developing and managing operational systems and workflows.
  • Excellent organizational, leadership, and communication skills.
  • Ability to manage multiple priorities in a fast-paced environment.

Preferred

  • Master’s degree in a related field.
  • Experience with federal grant compliance, performance management, or quality assurance.
  • Familiarity with regional service providers and community resources.
  • Experience supervising staff or managing multi-agency collaborations.
